PRIMARY PURPOSE OF POSITION

This position will be a key leader in the development of policy and market rules for transmission planning, operations, and markets in the Regional Transmission Organizations where Exelon has operations. The position will create value by managing a team that will support the development of preferred market design and transmission policy objectives and support the execution of those objectives within the PJM RTO primarily and some engagement with MISO. Advise the business on opportunities and risks arising from market design and transmission policies and promote and influence external stakeholders and policymakers to support Exelon's policies through interaction with senior RTO officials, trade associations, and ad-hoc coalitions. In addition, ensure understanding and compliance with all RTO rules. The director will assist the Vice President of Federal Regulatory Affairs , work cross-functionally across Exelon to develop policy positions, and ensure coordination with RTO activities and issues.


PRIMARY DUTIES AND ACCOUNTABILITIES
  • Develop and implement a comprehensive approach to RTO/ISO regulatory and ratemaking initiatives in PJM RTO primarily. Some MISO coverage will be required as well. (30%)
  • Analyze, propose and advocate for market and transmission rules and policies at RTOs that support Exelon's business; identify emerging trends and policies that present a opportunities or risks. (20%)
  • Track issues and ensure that the key internal personnel across Exelon are aware of PJM RTO market rule development, and contribute to required regulatory filings. (20%)
  • Build and maintain strong relationships with RTO members, officials, trade associations, and stakeholder groups. (20%)
  • Ensure cross-functional alignment on policy and strategy across Exelon to support advocacy objectives. (10%)

JOB SCOPE

Position reports to the VP, Federal Regulatory Affairs.

Qualifications

MINIMUM QUALIFICATIONS
  • 4-year degree in finance, economics, mathematics, science or engineering or equivalent and a minimum of 12 or more years of relevant experience
  • Ability to create practical solutions to complex problems
  • Ability to understand risk and return relationships within a portfolio context and recommend strategies to manage risk and enhance returns
  • Ability to effectively communicate complex recommendations to a variety of audience, including senior management

PREFERRED QUALIFICATIONS

MBA or other relevant graduate degree
