The Operational HSSE discipline partners with the Businesses to achieve Goal Zero by providing them with overall safety support and to ensure delivery of effective HSSE management processes. The HSSE Advisor delivers support to the Businesses and to the HSSE and SP disciplines in the fundamental areas of Behavioural HSSE, Contractor HSSE Management, Emergency Response, Incident Investigation and Learning, and Product Stewardship.
What’s the role?
As HSSE Advisor, your key accountabilities include the following:
Ensure all activities are conducted and managed in accordance with agreed HSSE practices and procedures as outlined in SJI (Shell Jurong Island). Increase the onsite HSSE awareness and build a HSSE generative culture among staff and contractors. HSSE competence development of the assigned contractor HSSE supervisors via on-the-job training and coaching is critical for successful delivery.
Provide safety & environmental coaching and promote improvements in safety & environment culture of the site within the assigned PU (Production Unit) by working collaboratively with PU shift and leadership teams.
Field Assurance Monitoring: Perform continual inspection and review of jobs for safe work practices (all HSSE aspects). Pro-actively ensure that all activities in the day-to-day operations are executed with no harm to personnel, environment, and equipment and in accordance with agreed procedure. Maintains a high visible safety presence on site (approx. 70% of time in the field).
Provides leadership to projects/ event/ TA to achieve Goal Zero aspiration in assigned PU. Provides leadership coaching to PU personnel to achieve Goal zero aspiration.
Conduct and/or lead the investigation of incidents & near misses to enable a continuous improvement and learning culture. Implement recommendations with sustainable solution mindset and communicate to PU stakeholders and HSSE community.
Implementation and support of HSSE initiatives such as site and complex campaigns, behavioral safety program and HSSE alerts and learnings cascade.
Liaise with site Operations and maintenance personnel on HSSE matters, ensuring the application of best HSSE practices throughout the site.
Collect safety information and maintain detailed knowledge of current HSSE issues in specific PU and across the site. Identify HSE threats in the production unit and analyze common threats associated in the other units in SJI. Raise the threats identified to key stakeholders in the unit and line to ensure effective mitigations are put in place to prevent escalation of threats in the unit.
Acts as a mentor to supervision/ management and workers to encourage and support them applying a goal zero mindset to all tasks.
Involved in development of work method statements and job hazard risk assessments for safe work practices.
Communicate required compliance requirements and improvement areas to line management.
Training/ Development: Deliver relevant HSE training. Schedule and conduct safety induction course for new employees and contractors. Assist to develop, improve, and deliver site safety training such as permit-to-work, contractor HSE leadership training.
To carry out the legal requirement as Workplace Safety Health Officer.
Member of the Incident Management Team as part of site's emergency response.
What we need from you

With at least Diploma, University degree preferred, a professional Workplace Safety and Health (WSH) accreditation/ certification is an advantage.
Minimum 5 years of relevant experience in Petrochemical/ Refinery/ Manufacturing or related environment.
Proven ability to influence business leaders to make tangible changes in promoting improvements in safety & environment culture of the site.
Demonstrated leadership and hands on experience in delivering Goal Zero KPIs
Extensive exposure in field visibility, ensuring that operations are accomplished with no harm in accordance with agreed procedure.
