Manager Compliance Regulatory Reporting
What is the role
The Manager Compliance Regulatory Reporting is a member of the Compliance Framework, Controls & Oversight (CFCO) leadership team, reporting to the Head of CFCO. The responsibility of the Manager Compliance Regulatory Reporting is to support the Head of CFCO with establishing and operationalizing the Compliance Regulatory Reporting Team (“RRT”) within the Shell Trading & Supply (“T&S”) business unit in time to comply with new regulatory reporting obligations. Following the RRT set-up phase, the Manager Compliance Regulatory Reporting is responsible for leading and managing the business-as-usual (“BAU”) operations of the RRT.
The RRT is responsible for the execution of Dodd-Frank and National Futures Association (“NFA”) reporting requirements, ensuring that T&S and its regulated businesses satisfy their regulatory reporting obligations.
The Manager Compliance Regulatory Reporting is responsible for:
Supporting the Head of CFCO to recruit and onboard RRT members, design and implement RRT processes and controls, and operationalize the RRT to ensure that T&S is set-up and remains compliant with the reporting requirements under the:
Dodd-Frank Wall Street Reform and Consumer Protection Act;
Canadian Derivatives Reform Act (jointly referred to as ‘Dodd-Frank’ requirements or obligations); and
National Futures Association Regulatory Requirements.
Lead the set-up of the RRT into the new operating model including recruitment and embedding the ways of working.
Lead the creating and implementing of processes and controls to embed the new operating mode
Lead and manage the RRT, overseeing the ongoing execution of BAU activities.
Lead the overall strategy for the RRT, including delivery and implementation of IT and data strategies for the new organization and a comprehensive training and development programme.
The Manager Compliance Regulatory Reporting is expected to
Collaborate and work closely together with:
Relevant business unit Heads (VPs/SVPs), the Head of the Registered Swap Dealer , and the T&S Chief Compliance Officer; and
Other compliance experts such as the Regulation team (on new and changing regulatory requirements), Policy team, and Management Information (MI) team (on internal compliance reporting).
Lead the development, ongoing upkeep, and continuous improvement of the RRT process and control documentation, updating as required following trigger events such as regulatory change, considering industry best practice.
Lead the execution of T&S’s ongoing reporting obligations in a fully compliant and consistent manner, including identifying, remediating, and escalating to T&S senior management any reporting errors within required timeframes.
Oversee and manage submission of reports, operating as the first point of escalation and support for RRT members, determining when appropriate to seek further advice from T&S senior management or other experts on approvals, decisions, or appropriate next steps.
Lead regulator reporting of errors as required, in liaison with the Regulation team and other experts across T&S.
Lead the aggregation of strategic activities overtime to keep central team lean and use contingent workforce to manage workload.
Build and maintain strong relationships with a global base of senior stakeholders across T&S businesses and functions, including liaising with external stakeholders such as swap data repositories and relevant regulatory bodies, as required to support T&S’s reporting obligations, enabling effective partnering to develop fit-for-purpose solutions for T&S.
Be the subject matter expert and key focal point on RRT matters within Compliance and act as delegate for the Head of CFCO on these matters.
Lead the definition of system business requirements and the implementation of new solutions and tools for the RRT.
Lead the definition and maintenance of a comprehensive training and development programme for the RRT.
Recruit, onboard, and manage any flexible contractor / consultant resources, including associated budgets and contracts.
Provide the Head of CFCO with regular updates on overall regulatory reporting team status, including any risks and issues requiring escalation.
Requirements
What we need from you
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's degree from an accredited university (or equivalent work experience) is desirable.
At least 15 years of experience in regulatory reporting / compliance / business risk and controls roles in consulting, financial services, energy, banking, trading organizations, and regulators. At least 5 years of regulatory reporting experience.
Deep technical knowledge of regulatory reporting requirements and a demonstrable, extensive experience of regulatory reporting processes.
Robust understanding of Dodd-Frank reporting regulations, compliance requirements, and expectations.
Proven strong leadership skills and management experience with a demonstrated ability to motivate, develop and drive performance, and encourage positive team dynamics.
Demonstrated strong people management skills, including managing conflict and challenging conversations.
Proven ability to effectively deliver through others under tight, regulatory driven timelines.
A sound knowledge of one or more segments of the T&S businesses (including Crude, Products, Energy, LNG, Shipping, Operations, and Supply) is preferred and a strong understanding of trading instruments, trading strategies, and risk concepts.
Demonstrated excellent interpersonal and relationship building skills, including the ability to manage a global, diverse, and senior stakeholder group across T&S businesses and functions.
Strong communication skills and virtual management of interfaces.
Credible and persuasive in ensuring the needs of the business are fully understood.
Demonstrated ability to navigate complex and dynamic environments.
